Q:Why on earth is the track so wide the bolt head can spin freely all the way around? The entire purpose of the elongated bolt head is so it doesn't do this.

Q:Is this supposed to sit on top of the tile floor? You have it shown that way in one of the pictures. But the rim of the flange is 1/2? height. Wouldn?t that be more than the 1/4? height the flange has to be?
