There are a number of potential reasons the rain sensor did not delay your automatic watering. First, it may be due to the installation location. You'll want to be sure you install the rain sensor in a location where it can collect natural precipitation without interference from man-made or natural obstructions. Avoid installing the sensor where the device’s ability to collect and record natural precipitation events are affected by sprinklers, rain gutters, trees, etc., where it could accumulate debris from trees, or in a location exposed to high winds. Secondly, the rainfall setting on the sensor, which determines the amount of rainfall needed to suspend the irrigation watering cycle, may be set to restrictively. You can adjust the rainfall setting from 1/8” to 3/4”, and adjustments are made by turning the sensor dial cap clockwise or counter clockwise. The ideal rainfall setting for your location depends on soil type, wind, amount of direct sunlight the sensor receives as well as frequency and amount of rainfall. Thirdly, after installation you'll want to test the sensor to ensure it is wired and working correctly. To test, turn the controller on to initiate irrigation, then hold down the plunger located on top of the rain sensor and the zone should turn off after a few seconds. If it doesn't turn off, check your rain sensor wire connections.
