What is the temperature rating on this? Can it be used to exhaust a pellet stove?
This is 30 Gauge, check the pellet stove installation instructions and manufacturer on the material specified.
Related to heat resistance, can this be used as part of venting for a gas hot water heater to connect the piece showing in the picture?
Not recommended, go with heavier gauge.
You typically would need a heavier gauge for flue exhaust, check your installation instruction for specifics on material, if needed contact your local code official. This is a 30 gauge reducer, be sure it is allowed per the heater manufacturer's installation instructions.

I would recommend finding a stainless adapter to match your chimney liner.

Yes, if your dryer outlet is 3"...... which I've never heard of.
