I believe the standard length is 72 inches. You can cut the head rail to desired length.
Obviously, it's not designed to repair everything. On ours, the problem was the clips broke where they engage the vertical binds.
Yes the little clips go on the end of the slat where it used to be fastened. Put the clip on the same end that was on top before, DON'T cut the slat leave the old hole and put the new clip over it so that you can use the opening that's there for the gismo the slat clips into. Almost all of my slats have been redone with these clips and they work great. You may need a butter knife to help open the plastic on the track, just be careful not spread it, Just slide the knife into the clip and then slide the slat in to it using the knife as a guide, be careful. If for some reason you have to cut the slat off you can use a paper punch to create a new hole in the slat, just copy the old hole as to space and size.
I can't say for sure if it will. It depends, I only have used the metal clips to rehang the slats when the slot breaks out and the slat falls on the floor. I can say that works fine but I've never tried to use the valance pieces. I have also used a pair of scissors and cut the broken section off then taken a paper punch and made a new slot for the clip that the blind snaps into. You can tell how big and the location by looking at the old slot. You may have to use a butter knife to help open the clip on the travois just don't pry the plastic clip use the knife to help guide the repair into the clip.

I spent some time looking for same thing. Actually, this isn't a bad price if they work, just throw away what you don't need. The blinds we had came with the house, and were an odd brand, and these clips would not work for us. I suspect the clips get more brittle with age, and you will probably be failing more in the future. My wife wanted new blinds anyway, so that is the way we finally went (fairly expensive). You might see if hot melt glue will hold the vane.
