We support the community answers below. You may use the synthetic underlayment, traditional saturated felt, Fiberglass Base Sheet, or an ice and water barrier. There are many options available today. Many applicators will nail down (mechanically attach) the field (main area) of the roof and put cold process adhesive around the perimeter, including the base layer, to keep winds from tearing the sheet from the fasteners. Some applicators choose to adhere the whole roofing membrane to the base below with only the perimeter edge of the base membrane adhered with adhesive. However you choose, the best method is to include a base layer below the Mineral Surface layer. One last word of caution, when using the cold process adhesive, be sure to follow the adhesive manufactures instructions for application method and rate of application. The most common mistake with MSR is over application of adhesive or misapplication by not allowing the adhesive to vent off the solvents that are in the adhesive. Over application or misapplication of the roofing adhesive may lead to premature degradation of the roofing membrane.

Overlaying MSR on existing roof is not our recommended method for application. We do recognize that other methods may work other than our recommendations though local building codes should also be followed. The quality of the existing roof may directly effect the adhesion of the new membrane. Loose and/or uneven granules may impact the bond and smoothness of the new rolled roofing. Applying "more adhesive" to help smooth out the roof or attempt to ensure the bond may actually prematurely degrade the new roofing. Misapplication of cold process roofing adhesive is the most common mistake made and will negatively impact the performance of the new roofing membrane. Our recommendation is to apply directly to the decking substrate and to carefully follow the cold process adhesive application directions.
It depends upon the application of the product. If the tar paper that is in place is somewhat flat and smooth you may be able to acquire a quality leak-free covering. Be cautious in your use of adhesive as overuse or improper application is the most common problem and could possibly lead to premature degradation of the roofing membrane.
