It has been awhile since I have used it, but I know I have used it both ways. If you use it butt up against the wall then add the length of the unit to your measurement.
I use mine for measuring a distance. In order to use it for leveling, you must make sure that the instrument is in through Horizontal or Vertical position. I don't think it was made for leveling purposes.
No, if the rubber base is against the beginning of the measurement you will get accurate measurements, either horizontally or vertically.
This laser measure actually goes down to 1/16th of an inch but I don't know which way it goes accuracy wise at that level.
