Remove the hose that it is the outlet (not the one attached to the line with the fuel filter). Crank the engine: if gas comes out, it's working. If nothing comes out, it's kaput.

I'm getting gas in the oil of my 18.5 B.S. motor. When I'm draining my oil , gas is also draining from my tank with a steady flow.....

If you take a look here http://bit.ly/2d6FxZx you will find the breakdown for your carburetor. You have the "NIKKI" style carburetor. That carburetor has a few different parts that you will need to look at. First look at 105A in the diagram, the needle. The needle has a rubberized tip on it. If you find it is hard, it will need to be replaced. The seat is part of number 135 in the diagram. If you want to replace both the needle and seat ( which is not normally needed on this carb ) you will have to replace 105A and 135 to accomplish this. The next thing to check is number 133A, the float. Slide the float pin, number 104A in the diagram out and shake the float. It may have developed a crack and is now holding fuel in it making it no longer float. If you don't find fuel in the float, then the last place to look is number 947A, the fuel solenoid. If it is stuck in the "down" position this can lead to your issue. Check all of these things and you will find where your problem lies. To repair this carb I would purchase number 121A carburetor kit.
