how do I INSTALL THIS
Hi Roy, The Evaporative Cooler Heat Plug Cover is friction fit for a full and positive seal. Simply insert into the square receptacle. Please note this is not for use when cooler is in operation.
Can this be used for window units to keep cold air from coming in during the winter or is it only to be installed in vents?
No down draft units only

We use it in the overhead vent
We remove the cover on the ceiling swamp cooler and put it in to stop winter cold air from coming in. Works well for.
Is this just a cover or is there a pillow included also?

It'a high quality cover over a semi-firm pillow. YES, in other words, a pillow IS included inside.
Mine had 2 18x18x2 foam pafs inside. I only needed 2 inch thick so I removed one. Worked great.
