It is made of heavy-duty steel with a white powder-coated finish that resists flaking and rust for a longer-lasting performance. It fits a rough duct opening 10 inches wide by 6 inches long.         A:  I have not had my new covers to get stuck. I have just pushed the lever up or down depending on how much to have it open. If it is on the wall l would remove and maybe spay something on the lever and try again or take it back. I was pleased with my purchase.
