I just went in and looked at the store. this is priced PER UNIT. also, this is very small. made for a sign that's maybe 1' in size, NOT for the larger lawn signs for political size.

I think this is the price for a 12-park.

yes along as your property sign is made of corrugated plastic with the flutes running vertically. If not you need a different type of frame this will not hold up anything that isnt made of corrugated plastic.
