Metal. There is a metal piece that get screwed to wall that holds up the bar and a stainless steel cap that covers the holding bracket. I used wall dog screws because did not have stud under the Sheetrock.

I have two of these. The outer surface appears to be stainless steel - no rust or pitting after a few years of use. Of course, it is hard for the purchaser to be sure without performing metallurgical tests, but I would assume the manufacturer knows what it is made of.

I cut mine with a disc grinder and you are right that the cut is covered. It is plated so might be too hard for a hacksaw, but I'm not sure of that.

No, you slide them on before installing but beware as the flange means the rod has to be cut within 1/8" or so.
