It’s not pre assembled only the burner etc. It’s relatively easy to assemble. It took about 20minutes to complete

I smell propane when the tank valve is opened and the heater off but can't find a leak. I tried spraying with water, and reconnecting the heater several times with different tanks. Any suggestions?

The only way to test for a leak is a gas tester/detector. Make sure the black plastic knob that screw on to the propane tank is tight, and the other place you can test is right behind the black plastic knob there are cramp hose connection.
