If the jack is not under load, add more weight. The higher the tonnage is on the jack the more force will be needed to lower the lifting arm.

It says 9.5"-17" lift. Does that mean it jacks up 9.5" above it's 9.5" compressed height and 17" with the jack screw?

Answer

What the literature states is that the lifting range is from 9-1/2 inches to 17”. This means the minimum clearance needed will be 9-1/2” from the ground and the that the max height the jack can lift to is 17” from the ground.

It takes a lot of pumps to engage the ram. I tightened the bleed off valve. I've used other bottle Jack's in the past and they were more responsive. In the end it got the job done but was a lot more work in a tight space. I would have bought a better one but apparently bottle Jack's are like toilet paper and were sold out everywhere.
