If this goes down your septic system, then you are using it wrong. This is applied to stone and soaks in to seal your grout and tile. It would only go down the drain in tiny amounts. There is nothing in this that would cause harm to a septic system.

I don't know but I doubt it. Sealer is made to wick into the porous surface, not sit on the top of the grout.
We are using it on stone tile floors. We do not have any Terra Cotta pavers on which to test this.
Yes, with s lot of scrubbing. Miracle also makes an acid based grout cleaner. Be careful! Wear gloves and don’t get it in anything else. Overall Miracle is the best tile/stone cleaner in existence.
It will work fine on the exterior. We use several cases of this product per month for years. Never had a problem with the product. Not sure if it will get rid of all of the mildew, but it will lighten.
Natural bluestone is not listed on the product list as one of the materials to use the cleaner on although "natural stone" is.
