Is it normal that the tips don’t completely close or touch?

Very useful. I was able to trim mosaic tile when I needed smaller pieces. I don't give it a 5 because it was a little difficult to trim small little edges when cuts with the saw didn't go as smoothly as planned. However, the price was great and it did the job.
