Spray a lubricant inside and let it sit. I had the same problem and this fixed it for me.
Check the o ring in your wand. Mine had deteriorated over time and was not creating a good seal

it will not work well on a 2000psi, also it will not work on a 4000psi period!!
It will definitely remove loose paint. On smooth concrete I would think once it starts lifting it could peel the rest with ease.

The nozzle with the RYOBI 3300 pressure washers come with a 5-in-1 Nozzle that Offers 5 Spray Patterns, 0, 25, 40 degree,long range and short range soap applications and does not include the turbo nozzle pattern. The RYOBI Turbo nozzle has a rotating spray pattern which produces a 50% more effective cleaning power. - Eve

I use this nozle on my concrete porch and driveway. When used for this the nozzle is about 6 - 12 inches from the surface. I think that at 40 ft. the pressure would be diminished to a soft wash if your pressure washer could propel the water that far. To be on the safe side why don't you get in touch with Ryobi Customer Service. I am confident that if you give the the model of your pressure washer that they will give a much better answer.
