Unfortunately I cannot answer your question. The storage rack did not "roll" properly at all - it was like it would start to fall apart when trying to roll it - so I put this out for curbside collection - and someone took it the day before my regular trash collection. I purchased a different brand from Home Depot as a replacement.
My long tools fit into the slots and stand upright well under the height you mentioned. Realistically though I can’t see how you could fit 40 on there. I fit around a dozen long handled tools comfortably. What I do to supplement the space is to add a pegboard behind it and hang hand hand held tools there and remaining shovels and such. This may not do it all for you but it keeps me more organized for sure.
Yes you will have the clearance but this thing is not very strong. Sort of flimsy if you ask me not very sturdy at all. If you’re able to bolt/brace it to the wall of your shed it may meet your needs.
I purchased this caddy to organize my garden tools, to get them off my garage floor or hanging on the wall. I like the idea of being able to roll the tools out together instead of carrying them one or two at a time. There are about 8-9 spaces to stand the larger, longer tools as well as many slots and spaces for smaller tools. To get and idea of the height, the tallest tools when in the caddy stand less than 5 feet. I’m happy with my purchase.

It fits brooms and rakes easily. Space them out equally for balance. Not heavy so if not anchored it would fall.
The small circle holes are 1.5" in diameter. The larger holes are 2" in diameter. The holes with the open ends are also 2" in diameter. The larger rectangle is 2" x 6". The smaller square is 2" x 2". The oval shape is 5" x 1.5". The smaller slot is .25" x 3.5". Lastly, the cord holder has a 1.25" gap on either side and goes 2.75" deep.
The paper that tells how to put it together tells why there are big and small holes.
Perfect for broom, shovels and rakes.
Dimension at top is identical to bottom contributing to instability. But plastic mold is weak as well making it unstable when garden tools are placed inside it.
