It would work great for that purpose. I use mine in my raised bed garden boxes. Great little tool.

Had to get mine through the mail. Took a couple days.
This is actually what I use it for. It will bind up if you hit a rock, but I haven't had this issue with old mulch.

This one was the least expensive at my Home Depot.
Take it back to your place of purchase and have them show you how to adjust it. It might have a manufacturing defect which would require replacement that they should make.
