Sand repair area and fill with joint compound. Let harden. Add second coat if necessary. Sand and prime when dry.
Fill seams with compound. Apply tape, smooth onto compound with taping knife. Spread thin second coat on top of tape.
To determine if fasteners are seated, draw clean knife over each. If metallic ring occurs, carefully drive fastener below surface.
Use fine-grit sanding block to prevent digging into compound. Avoid roughening surface paper. (Repair roughening with small amount of compound.)

That’s doubtful since the surface of the popcorn is likely to have been painted over. Best practice would be to spray it with a garden sprayer, allow it to soak for 10-15 minutes, and then scrape it down with a 4” taping knife. Be careful not to tear the drywall face paper. Lightly sand the rough areas then prime & paint or apply your desired texture.

My suggestion would be either stuff the openings along the bottom with steel wool then compound over it. Or nail a board or mounding along the bottom then seal with caulk

Yes it can. I used this to do a knock down ceiling and it worked great. You have to mix it a little thinner than you would for taping drywall.
Thank you for your inquiry. Sheetrock All Purpose joint compound can be applied over interior plaster. You will need to sand the existing painted surface before applying to prevent bubbles from forming. Hope this helps.
