A:  Yes you can. However, shellac is not stronger than paint. Also, shellac is not clear.

A:  any finish is food safe when cured. Shellac has been used DIRECTLY on food for years. google it. If Zinsser is NOT shellac then go to a woodworking store and get real shellac. Their answer was based on a legal department not reality

The tacky stain can prevent the shellac from properly drying. If the stain was a penetrating stain and all the excess was not wiped away, that could be the cause for the stain remaining tacky. A:  Thank you for reaching out! Our Zinsser Bulls Eye Shellac has a natural, amber hue that will cause the color of bare or stained wood to shift slightly. This color shift will increase as more coats of shellac are applied.
