A: Yes you should provide the actual window width to ensure full window coverage but keep in mind the actual shade (area that covers the window pane) is 1 inch shorter to allow it to freely move up & down without shearing.. So in your case the heading/valance would be 39 inches & actual shade would be 38 inches.

A: Length doesn't matter, but the width does, especially if you are mounting it inside the window frame. If you are mounting it on the outside, make sure it is wider than the window. Also, it is really hard to mount them to metal doors (at least it was for us).
