Since the vinyl is smooth, I'd recommend priming them first with our Bonding Primer. It's designed to adhere to smooth, glossy surfaces. Also, when painting vinyl, you want to paint them a color similar or lighter to what they were already painted. If you use a darker color, it can attract more heat and may cause the shutters to warp, which could affect the adhesion of the paint. Extended dry time may be needed to allow the deeper layers of paint to dry thoroughly after applying a second coat of Urethane Alkyd Paint before the recommended recoat time. If any paint had lifted when applying the second coat, the surface should be allowed to dry before sanding the affected area smooth, cleaning and touching up. Drywall should be sanded smooth, dust removed, and drywall compound thoroughly dry before painting.
