A:  No it isn't. The piece that connects the back to the seat does give the appearance that it is. It is stiff. The bracket that connects the chair bottom to the chair back has a plastic cover that looks flexible but isn't. Even though it isn't flexible it is comfortable and supports your back for a chair in this price range.
