A: Yes, you can replace the halogens with LEDs and I highly recommend not using the halogens, too hot. The suction cup for bulb replacement is useless. I'm still trying to figure out how to change out my halogens for LEDs. Your fingers cannot get in between the globe and the bulb.

A: The arms swivel pretty easily. I can't recall if the pivots can be tightened--perhaps you could pose that as a separate question. If the pivots can't be tightened and you install this perpendicular to the slope, gravity will probably cause the arms to swing to the down-slope side. The steeper the angle of the ceiling, the more gravity pull there will be. If you install it parallel to the slope it will probably stay put, but in my opinion it wouldn't look very good. Otherwise, this is a very nice fixture, especially for the price. There is a lot of flexibility in aiming the individual lights.

A: Mine lights up a dining area of about 20 feet by 15 feet very well. In fact two of them are aimed at the kitchen counters so the dining area is lit up well with just 4 bulbs. The lights are on a dimmer switch. I replaced the halogen bulbs that it comes with, installing dimmable LED bulbs, for the power savings and because the halogens run extremely hot (to me at least) although the halogen bulbs were just as bright as the LEDs.
It could be that you have non-dimmable bulbs on a dimmer switch. That would make for dim light.

A: Yes, the arms swing--as I recall, as much as 90 degrees, maybe more. The hooded fixtures for each light rotate and tilt up and down. It's attractive, strong but not very heavy, and we're very happy with it. I installed it in an open-plan LR-kitchen-dining area of about 500 square feet. Several lights aim at darker areas of the kitchen counters. Three are pointing down, over the dining table, and two are aimed at sitting/reading areas in the LR. The halogen bulbs got very warm, as one would expect, so I replaced them for LEDs.
