A:  With the correct size vanity it overhangs roughly and inch on each side plus the front so yes it has enough flat area to allow trimmings 

A:  Although I did not need to cut mine, you should be able to with a circular saw and masonry blade. Turn counter upside down to cut…make sure it’s resting on cloth or towel to avoid scratch. Plenty of videos on YouTube on this subject.
