A: If you are asking if you can use it to regulate the air pressure to the airline it will reduce the air flow if you don't close it all the way. But it is not recommended to be used as a regulator. If you are asking if you were to install it as a shut off valve will it restrict the flow, it will.

A: It will reduce flow, pressure in a static condition would remain the same, but, when opened, flow would be reduced through the valve because of the restriction so, initially, it may reduce pressure until it equalizes.

A: If it has 1/4" NPF port it will work as a drain valve. That's what I used it for. Watch out for compressor to floor clearance for the valve.
