A: The manual only lists 1.5 & 3.0 batteries, not the star ones.

A: In the compatibility section of the specifications, it says "Makita 18V LXT Slide Style Lithium-Ion Batteries" and in one of the images, it says it can charge a 5.0AH battery (which is LXT style) in 90 minutes, so I think it will charge all 18V Makita batteries.

A: The charger referenced in the question (DC18SE) is and Automotive Charger that runs off D/C power from your car or truck power outlet, at 12V of D/C power. We do not make a 220V charger for overseas, as the US market is on the 110V system. However, the A/C Charger (DC18RA) charges in only 15-minutes for 18V Compact Lithium-Ion batteries, and only 30 minutes for 18V LXT Lithium-Ion batteries.
