You can put our tiles on a heated cement floor just be aware that our tiles do provide some installation factor and depending on how large of an area it may not be as warm in that area (because of some insulating from the tiles). But heat always rises and it will get around the mats since they are foam and the edges are not solid. A:  Radiant heat is no problem for the mats, Padding depends on what surface you are placing on. If concrete or wood floors I would be the honeycomb style rug stop padding that stops rugs from moving on hardware floors. These are waterproof pads and helps the floor from moving even if you go wall to wall hope this helps Bob
