I would expect a 2x3 for a 2x3 downspout pipe to be 2x3. It is 2 1/2 x 3 1/2Lets

POOR FIT FOR 2 X 3 DOWNSPOUT
DOESN'T ACTUALLY FIT A 2 X 3 DOWNSPOUT. IT'S WAY BIG, BUT THERE AREN'T ANY ALTERNATIVES IN PVC.
