This is 4/0-4/0-2/0) SEU (also called "SE" for short for "SERVIICE ENTRANCE"). It is meant for a 200 amp service. This cable is fine for that purpose.
I'm writing this review mostly because of the sadly uninformed "DIYSierra" review -clearly a DIYer and not an electrician.
This is aluminum SEU, not NM. "NM" is labeled by wire size/number of conductors, and whether or it it has a ground. SEU is not.
If DIYSierra were an actual electrician, they'd know that aluminum SEU comes with 2 insulated (stranded) wires wrapped in stranded aluminum. The uninsulated stranded aluminum is supposed to be twisted together to form the neutral of the service cable...and consequently, yes. it IS a conductor read the NEC if you're confused.
In an electrical service, that stranded wire is NOT a non-conducting ground wire -which is good; this the correct set up for a service (the ground is made locally with a grounding electrode like a ground rod or water pipe).
If you want a separate neutral and ground -like for a sub-panel- then you don't use SEU, you use SER.

The cable was advertised as 4/0 and 2/0. It is actually similar to the illustration.....two 4/0's and stranded ground wires surrounding the pair like a shield. 2/0 was not a "conductor" unless you intend to twist the strands together.
