my lawn has been neglected for years; there is a lot of debris (stones, glass, bits of shingles, etc.) as well as weeds that need to be removed. Should I rototill the entire yard and then use a screen rake to remove the debris?

No, clean off the debris, and spray weed killer on the weeds or water heavily and pull them out. Using a rototiller on the weeds will just reseed them and they will return. Mike
