Q:Are these Texas building code compliant? Out door or indoor?

A: These are outdoor bare pressure treated. They do need to be stained with a deck water sealing stain. I’m not sure about Texas building codes. They are very well made and mine passed code inspection in South Carolina.

A: No, the degree of the angle of the railing can not be changed.

A: The materials are cut for a 34 degree angle, but you can change your angle a bit. If you need a greater angle change use a mitre saw and change the angle your railing cuts. The kit provides instructions on how best to do that. They provide very good instructions

A: I ran into problems with the hole being cut to different depth by each company. This will create a problem with the height of the rails. I had to order 8 foot's so that's where I got some from both companies. I had to redrill several hole to get the same height. Both companies us low grade wood also had to sand everything before painting it. My trouble than it's worth.

A: I used the 26 inch balusters and that was fine. The top of my railing netted out at 39 inches high.
