They can be cut down to 31 inches by trimming off the top and bottom if you're installing them on a knee-wall. The work-around is to buy a package of loose dowel pins (ex: item #10055760) and drilling your own holes. It's the same concept as having the pin on the bottom in the first place. The pins at the top are .625 inches in diameter, and that dimension continues down 3 inches before it begins to taper out.
