1/4" grade 2 (actually ungraded) are not suitable for that, they will be subjected to a lot of vibration from wind load and wall movement and will snap when flexed enough. If you are building a 1 story shed or cabin, okay fine, it will probably be passable in a hack sort of way.
What you want is a minimum of (grade 5) 3/8" or (grade 8) 5/16" bolts. Stainless steel nylon lock nuts, with alloy washers under head bolt and nut. On most houses you are holding up literally tons of wood and roofing material, it has to survive wind loads, ice and snow loads, and trees hitting it.
Most ties will list what are needed to attach them. When it says a 12D nail, it means a 12D nail. When it says to use their grade 5 hex bolt with a special shoulder, that is what you should use.
What you really need is an engineer to give paid advice and sign off on what you are doing, according to your local building codes. Barring that, better safe then sorry.
I built off road trailers and many times I use 1/4" ungraded bolts for testing, but, once stuff is working, many times I replace with grade 8 bolts.
You can get two 1/4" drive ratchets, put two nuts on the end of the grade 2 bolt, put the bolt through a 2x4, hold the bolt with one ratchet, and twist the last nut until the bolt breaks. Now try it with a (grade 5) 3/8" bolt.
