Can you push the little lever forward or backwards and totally stop the water for a few minutes? Versus walking back to the faucet and turning it off?

Yes. Very handy. Push all the way forward to the smallest mark and the water will be shutoff.

Yes. Not only can you turn it completely off you can also variably control it anywhere in between off and on.

yes, that lever can be used to complete stop the flow of water or open it up for max water flow
