This was meant to be mounted ON wood or concrete and would probably rust... Why not just dig a hole, put the pressure treated 4x4 post in the hole and concrete around the post..
Save yourself from buying this expensive Simpson post holder...

A: This base plate is made to fasten down to concrete if you are installing a fence poles and not to concrete your fence post should go down in the ground. if you’re fasting it to concrete it will still hold it if it’s more than 4 feet

A: One would be enough. Use concrete anchors to mount the metal base to concrete. Then screw a 4 x 4 post cut to the proper length per post office requirements. Mount the mailbox on top either using a wooden board or plastic mailbox mounting base.

The E-Z Base has no published allow load values and is not recommended for use on solid fences in excess of 4' in height or that are unprotected from wind sources. The E-Z Base requires 4 each 1/2" diameter anchors as specified by others. Q:Should I mark where to drill holes with a sharpie, or just put the E-Z base where I want it and drill holes with it in place?

A: i would mark it first. remove the e-z base, and start with a small drill bit so that it stay in the center of the hole.
