Does this come with the cartridge?

Is this needed for a freestsnding tub only? I bought one online abd it suggested this
I think so. Mine simply regulates the volume and temperature of the flow to a single shower head. So I imagine it could do the same for a tub.

There is a cartridge in the valve.
It has two outlets - so it works for a bathtub as well.
