Wow- sorry to hear about your negative experiences! It sounds like the color change may have been due to alkali burn (typically happens if new concrete/masonry doesn't cure for 30 days). To fix this, I'd recommend cleaning the surface with vinegar and water (50/50 mix) to help neutralize the surface. Once clean and dry, prime with the NO. 436 Primer and recoat. As for your driveway and garage floor: the product will be more stain resistant as it continues to dry and harden. Until then, the tire marks can be cleaned with pumice hand soap and water; a scrub brush/stiff bristle broom can be used for tougher stains.
