This is just a split sheath that is good to contain insulated wiring for extra external protection and organization purposes, like enclosing two wires in a single sheath. To my knowledge it does not serve as additional insulation for the wiring. I used it to encapsulate and protect some regular insulated wiring running from a floor outlet to furniture from a new puppy. Worked well.

Codes can vary from city to city, speak with a local inspector before repairing the wire, they may allow heat shrink tubing or a heat shrink terminal.
