No, this multimeter does not have that range of measurement. Easiest way to tell is if it has a location you can turn the knob too labeled either “mV” or “mVdc.” This particular meter does not have that measurement range. However you can simply get millivolts on a regular multimeter, divide volts by 1,000. For example, if an appliance uses 120 volts, it uses 120,000 millivolts.
