It’s probably in the small instructions on the package, but you need to put the plastic washers UNDER the toilet bolts. Then the cap simply snaps on.

I ordered 4 - 5/8” x 5” bolts and only one was 5/8” and the others 1/2”. The packaging clearly said 5/8” but the wrong bolts came inside the package. All the holes we pre-drilled into the concrete were the wrong size except for 1 because of this.

Great bolts, but I bought 8 and each came in its own plastic packaging. They cost less than a dollar each. Aren't we trying to minimize our production of useless plastic trash?

Albeit this brand looks extremely well made, they gall while being driven into the cement. I feel they should be manufactured at 1/100th of an inch in diameter smaller. Whereas Hilti anchors used were able to be set quickly with less downward force and never galled threads in the process.
