Q:I want to use it for a modern deck railing I saw a video on it! They spray painted it black! Do you think it would hold up like that against rust? Then they drilled holes and pooped it in it holds by tension of the little nooks drilled!

A: Rebar is raw steel so it rusts very easy. You would have to remove any current rust, prime, paint and put some type of sealer on it to keep it from rusting. Rebar will also bend so if someone climbs on it, you might have a wavy section. You would need multiple supports. Stainless steel cable might be a better option.

A: Yes. fast way is a chop saw. You can cut with a hacksaw but it takes time and muscle. A metal cutting bandsaw will also work but takes longer than the chop saw. Some use cutting torch but ends will be uneven. Many options.
