If you are referring to our deck tiles (https://www.homedepot.com/s/deck%2520tile%2520ipe%2520newtechwood?NCNI-5), you would be able to place this on concrete. You would not need to fasten them.

A:  Water may stand on the deck some as it is a flat surface.
